This academic research examines to what extent the elements, methods and artefacts recommended by the enterprise architecture model can be tailored to the strategic management process adopted by House of Representatives of the Federal Republic of Brazil. This suitability is given to the extent that the use of any effort put into the deployment of strategic management, in terms of creating organizational culture, the use of artifacts and methodologies already used and simultaneously enable its evolution to answer questions not answered by the current model. The main concepts related to enterprise architecture are described, as well as the main reference models Zachman and TOGAF 9.1, including its Architecture Development Method - ADM, and Content Metamodel. Also presented are the main concepts related to strategic planning and strategy formulation, the Balanced Scorecard - BSC and the process of strategic management created and used in the Chamber of Deputies. To relate the elements of the
strategic management of the House of Representatives with the elements recommended by
TOGAF 9.1, a table with the relationship between the entities specified in the model TOGAF 9.1
and practices of strategic management of the House of Representatives was developed. To assess the degree of contribution of enterprise architecture to address unresolved issues in the strategic management of that institution, a table containing the relationship between strategic issues and metamodel artifacts used by TOGAF 9.1 that address these issues was created. To facilitate understanding of the Content Metamodel entities, a glossary of terms used in this component of TOGAF 9.1 was created.
