The purpose of this paper is to ratify and deepen existing studies regarding conclusive power law production. Besides checking its effectiveness, this work investigates the desired strengthening of the commission's role in federal legislative process. In order to do so, it analyzes the propositions that became law during the period starting with the 1988 Federal Constitution promulgation up until the first year of the 53rd legislature (2007). It also makes a qualitative analysis of these laws, using the german theory of symbolic legislation, according to Harald Kindermann, which states that the symbolic function happens when the legislator is not concerned with by wich means the law will become effective (even though he/she could actually do so) or when it aims to attend not only as a judicial remedy, but also - and primarily - serves for political purposes. At last, it allows a more realistic view of the impact of the legislation conclusively produced by the Congress Commissions and verifies the effectiveness of the conclusive power institute, in terms of quantity and quality....
