A study about two mail programs that allow population to send messages to the Brazilian House of Representatives (“Fale com o Deputado” and “Fale com a Ouvidoria”). The study intends to grasp the agents' beliefs about politics. In this sense, the thesis assumes the perspective of the anthropology of politics, trying to break with the taken-for-grantedness of concepts such as democracy, participation and political representation. It aims at understanding the conceptions that emerge from the dialogue proposed by this email programs. The thesis therefore does not study the programs, but through them. The messages, the documents and news about the programs and some interviews with the deputies express meanings related to the world of politics, most of the time conceived as incompatible between them. In this sense, they are vehicles of expression, but also of action, that evinces impossible combinations if we stick to a fiction built around the notion of modernity: individual and person, favors and rights, particular and universal. The documents studied reveal conciliations and discursive dissentions that point to distinct ways the actors make politics. In the end, they show the political limits and possibilities of Internet....
