It analyzes the Standing Order (SO) 411/09, answered by Michel Temer, then Chairman of the Chamber of Deputies, which changed the understanding of the dismissal of agenda in the House. The choice of the analysis of a standing order is justified by the understanding that it is one of the most legitimate and regimental instruments defining of the legislative process, it has the potential to guide the paths of jurisprudence and to create a legislative proposition, and may even shape the direction of parliamentary activity, as is the case of SO 411/09.This study aims, from the theoretical and methodological aspects of French discourse analysis, to reveal the power relations in the sphere of their discursive and ideological formations within the Legislative vis-à-vis the Executive, with emphasis on the agenda setter and the balance between the Branches of Government. To this end, we have examined the Plenary speeches pronounced on the occasion of the aforementioned Standing Order, taking as reference the political discourse as theater scene as proposed by Charaudeau, attempting to provide new interpretive elements to the institutional dilemmas and to the political choices of the actors involved in this debate. It concludes that the discursive strategies employed by political actors have shown the process of signification, circulation and intercrossing of knowledge about the institutional relationship between the Branches. The discourse analysis has contributed to the understanding of social context of the discursive production of SO and the changing of the dismissal of agenda, in addition to reiterate the idea that the discursive formation is closely related to the institutional practice of power relations within and outside the Chamber of Deputies. The encounters of the pronouncements show that premise. Furthermore, the analysis of the SO was able to reveal the strength of the political and rhetorical statements in plenary in order to modify and, above all, legitimate understanding about the closing of agenda.
