Analysis of the flow of bills of law (BL) presented at the Brazilian Chamber of Deputies (CD) between 1999 and 2006 and also of a subgroup of BL related to
health (BL-Health), presented during the same period. It was built a data bank (from electronic sheets provided by the Informatics Center of CD, containing variables collected on March 7, 2007) and also a thematic classification for the BL-health. It was observed that: a) 15.246 BL were presented at CD from 1999 and 2006 (with a similar
temporal trend in the 51st and 52nd egislatures); b)2.8% of BL were converted into law and 74.8% were filed; c) 96,7% of BL were authored by the Legislative, 2.7%, by the Executive and 0.6% by other institutions; d) from the 428 BL converted into law, 53.5% were authored by the Legislative and 38%, by the Executive; e)among the BL converted into law, those from the Executive had a mean time of flow 2.6 times shorter then that
of the CD. The thematic evaluation of BL from 1999 to 2006 detected 4,358 BL-Health (28.6% of the total presented), from which 34.3% are related to heath services; 30.9%, to disease risk reduction; 28.8%, to benefits related to health and 5.9%, to health rights. Executive¿s BL converted into law had a mean time of flow 4 times
shorter than that of the CD. The methodology used has detected different temporal patterns of bill presentation and conversion into law, according to authorship. It has also shown the viability of studies to systematically monitor the flow of bills, including thematic analysis....
