São usados como exemplos o PL 7749/10, que fixa o subsídio dos Ministros do Supremo Tribunal Federal por ato administrativo autorizado na LDO, e o entendimento comum de considerar-se como lacuna da Proposta Orçamentária da União para 2011, PL 59/10-CN, Lei 12.381/11, conforme Nota Técnica CONOF/CD nº 13/2010, a ausência de valores referentes a proposições em tramitação no processo legislativo bicameral, produtor de cogência normativa sob a forma de despesas obrigatórias continuadas.This article examines the interdependence of the ordinary legislative process with the budget process, emphasizing the temporal aspect of the subject. The ordinary legislative process is bicameral, determines the merit of the bills, produces permanent rules and meets inappropriate deadlines, while the budget process evolves at the congressional level, meets constitutional deadlines, and therefore is expeditious and concise. We take as case-study Law Proposal nr 7.749/2010 which allows the salary of Justices of the Supreme Federal Court to be established by decree upon authorization in the Budgetary Directives Law and refer to the common understanding of considering as a gap in the 2011 Union Budget Proposal (PL Nr 59/2010-CN, Law nº 12.381, de 09.02.2011), as did Technical Note CONOF/CD nr. 13/2010, the lack of allocations to fund spending needs arising from bills under discussion in the bicameral legislative process that are cogent in terms of creating mandatory continuing expenditure.17 p.pt-BRProcesso legislativo, BrasilOrçamento público, BrasilPolítica orçamentária, Brasilartigo
