Retroalimentação do controle interno para os órgãos centrais do sistema de planejamento e orçamento federal em questões estruturantes

Abstract

Analisa o fluxo do processo de retroalimentação da CGU para órgãos centrais do Sistema de Planejamento e Orçamento Federal, bem como as possibilidades de retroalimentação da CGU a esses órgãos. Propõe a previsão na legislação de um Comitê Operacional e de um Comitê Estratégico do Ciclo de Gestão.

The paper dwells on the following question: in what extent the actions of Evaluation of Public Programs Implementation (AEPG) and Permanent Monitoring of Public Expenditures (APG) performed by the Office of the Comptroller General (CGU) feedback the Federal central unit of the Planning System and the Federal central unit of Budget System in structuring questions? For this it’s analyzed the process flow of feedback from CGU to those central units, and the possibilities of feedback from CGU to them. The nature of research was applied and exploratory. Finally, it’s proposed the creation of an Operating Committee and a Strategic Committee on Management Cycle.
