Fantasmas da televisão : o debate sobre a TV digital no Congresso Nacional

Resumo
Analisa o debate político relativo à implantação
da TV digital no Brasil, tendo como referência a audiência
pública da Comissão de Ciência, Tecnologia, Comunicação
e Informática da Câmara dos Deputados, realizada
em 31 de janeiro de 2006, com a participação do ministro
das Comunicações, Hélio Costa. Parte-se do pressuposto
de que o Congresso Nacional exerceu relevante papel no
debate relativo ao tema, mas não exerceu nenhuma influência
na escolha do modelo de TV digital, rendendo-se
à proposta do Executivo que, por sua vez, acatou o projeto
de interesse dos empresários do setor. Constata-se
que existem pelo menos três fantasmas que perseguem
as empresas brasileiras de televisão: 1) a possibilidade
de um novo marco regulatório para o setor de radiodifusão;
2) o aumento da concorrência; e 3) e a ameaça
do fim do broadcast, o sistema de difusão de informações
utilizado pelo rádio e pela televisão, em que há apenas
um emissor e diversos receptores simultaneamente.
This article analyzes the political debate concerning to the implantation of the digital TV in Brazil, taking as reference the speech of Hélio Costa, Brazilian Secretary of Communications, at the public hearing of the Committee on Science, Technology, Communication and Computer Science, of the House of Representatives, realized in January 31, 2006. It considers that the Congress did an excellent job on the discussions about the subject, but did not exert any influence in the choice of the digital TV standard, submitting itself to the Executive proposal that, on the other hand, accepted the project that benefits the TV entrepreneurs. The article evidences that three topics causes fear to the Brazilian television companies: 1) the possibility of a new legislation for the broadcasting sector; 2) the increase of competition; and 3) the end of ¿broadcast¿, the diffusion system used by radio and television, with one only sender and many receivers working simultaneously.
