Rhetoric, according to Aristotle, can be understood as the faculty of persuading. An important element, often revealed by research, refers to applying aristotelic rhetoric through means of communication. In the process, press intervenes, redoes and establishes the relations between that who speaks (orator), the message, and that who hears (public or auditorium) and, thus, constructs a political speech. In public democracy, rhetoric pervades the limited auditoriums, which amplifies its repercussion for political trust and, thus, to the quality of the regime. The present research analyses the existence of a political speech as from the discursive strategy of the editorials vehiculated in two daily newspapers of national circulation. The Estado de S. Paulo and the Folha de S. Paulo, and the weekly magazine Veja, concerning the corruption scandal known as "mensalão". For that, it utilizes the theoretical and methodological referential of the Analysis of Discourse, of Fairclough (2001), to observe the utilization of argumentational strategy of "The New Rhetoric", Perelman & Olbrechts-Tyteca (1958), and, for the construction of the political discourse according to the tipology of Chilton & Schäffner (2000). The established period contains the months of June, July and August of 2005, apex of the scandal. The results reveal, through utilization of arguments of “The New Rhetoric”, a communication purpose, that is, a political discourse, oriented to persuade, convince and create opinions favorable to the thesis sustained by the news media assessed. It was verified, thus, that from a "reality", media legitimize themselfand the opposition, at the same time as they delegitimize the National Congress, the Workers Party and the Executive Branch, focusing on the President.c....
